Grummitt Planning is a long established private consultancy company that specialises in town planning advice and services that are accurate, innovative, relevant and timely from project conception through to development approval, with service that is personal and marked by integrity.
Grummitt Planning has over 80 years of local and international planning experience in the development industry, with over 45 years specialising in the Gold Coast region alone. Our team of qualified town planners combine their expertise and local knowledge to streamline your involvement with local authority and agencies by coordinating all aspects of the development approval process.
Since 1997 we have been providing town planning advice to public, private and charitable sector clients and have built strong associations with other professional consultants in order to offer you a hand picked team of specialists for your project. Grummitt Planning’s Head office is on the Gold Coast but handles projects from all across Queensland.

Julie Cary MSc, EP – Principal
Is a highly experienced and talented town planner having been in the industry for over 30 years, where she has worked for 18 years within Council in the UK, heading a large team of town planners, technicians and compliance officers. She left Council in 2005 to establish her own successful planning consultancy JC Planning where she represented Local Authority and developer clients, and was also involved in numerous planning appeals and Court matters. Julie has also worked on various complex planning projects for clients and Council across Queensland and Northern NSW, where she has established a niche market with clients in the Child Care sector and Community Projects, particularly Places of Worships.
Julie has a special interest in development assessment and its associated design issues, with a specific talent for ‘thinking out of the box’in creating solutions to issues raised in development projects. This enables her to get projects ‘over the line’ where other less experienced town planners may find challenging. Julie is also a RiskSmart accredited consultant for Logan City Council and has extensive professional credentials to assist in all developments from small to large projects.
Noel Grummitt BE, GDURP – Principal Planner
As a qualified town planner and civil engineer, Noel has over 50 years of planning and development experience primarily in South East Queensland. Prior to founding Grummitt Planning Noel also gained valuable experience overseas, culminating in 1997, spending the remaining 7 years as town planning manager for Weathered Howe Gold Coast, preparing concept development plans for tourist projects in Australia, Malaysia and Taiwan.
He has also worked as a senior engineer for the Connell Group and a design engineer for Bornhorst & Word, WJ Reinhold & Partners and Brisbane City Council. Noel’s particular areas of expertise include land use planning, site analysis, development applications, development of regulatory provisions for small lot housing and expert witness in the Planning and Environment Court, whilst also being passionately involved with numerous not-for-profit organisations.
